Reactivation: 9th Shanghai Biennale was curated by Qiu Zhijie with co-curators Boris Groys, Jens Hoffmann, and Johnson Chang. ICAST students Liu Xiao, Huang Mi, Tang Xiaolin, and Min Han were key members of the team, and over a hundred students from the School of Intermedia Art participated in the curation and organization.

The theme of this Biennale, Reactivation, was closely linked to the relocation of the Shanghai Biennale and the launch of the Power Station of Art. The exhibition utilized the memories and resources of the World Expo 2010 Shanghai, highlighting the significance of the Shanghai Biennale and the Power Station of Art as sources of ideas and energy. The City Project invited cultural departments and museums from major cities worldwide to independently curate exhibitions in twenty  pavilions located in historical buildings along the Waibaidu Bridge—Yumingyuan Road—Sichuan North Road—Nanjing East Road line, and ten pavilions within the Power Station of Art. This brought together over a hundred artists from thirty cities, turning the Shanghai Biennale into an international event. The special projects Zhongshan Park Project and Shanghai Ark emphasized social mobilization, connecting  the south-eastern provinces and impacting both sides of the Taiwan Strait, uncovering deep historical layers. Finally, the exhibition wove common elements of international biennales, such as theoretical seminars, lectures, and exchanges, into a temporary academy called Academy of Reciprocal Enlightenment. This functioned as the autumn term of the School of Intermedia Art, simultaneously offering online education and workshops aimed at young artists, including the Intermedia Art Master Class, Curatorial Education Workshop, Total Art and Social Thought Workshop, Art and Technology Workshop, and Asian Thought Workshop. Thus, as an old power station was transformed into a new venue of the Shanghai Biennale, it unleashed a powerful burst of energy and the spiritual impulses of the community.
